[IDEA] Uptime monitors for IATI services

Rationale

A dashboard showing the current status of IATI services could be a useful thing, both for end users and third parties.

This is pretty normal for web services. See for example:

Proposal

https://uptimerobot.com provides this service for free. Possibly https://www.statuscake.com does too?
