[IDEA] Reskin IATI reference site, so it looks a bit more modern #8

Demonstrate that the IATI Reference site can continue to be built using Sphinx from version controlled data, by reskinning the current site to match the current IATI branding.

We discussed this a bit on the codeforIATI call, and in fact there’s no need to make this match current IATI branding. We could just make & use our own branding.

Also, @matmaxgeds flags that others (e.g. Oxfam) have their own IATI training material, which might be a better way of thinking about what we’re trying to do here.

We parked this (IIRC at the request of Wendy) and ultimately IATI reskinned the reference site to match their new livery.
