This would currently cause issues for zip, which expects the two to match up.

Okay, so… This is only true if something goes badly wrong (e.g. if the user deletes a file, or does something weird… Or if something goes totally wrong with IATI data dump.)

It’s a bit too tempting to just ignore this, so… closing.
