Allow per-council view on disqus or otherwise of comments #103

Currently disqus admin panel shows comments on an event item basis. How would we filter this view for on, for example, a council basis. - Tom on vance's account

This is an interesting idea. What would be the use case?

The idea came from the inevitable request from council (or their support personnel like Ian or Niel) to view all comments by council district.

When you view the “municipal” comments in Disqus (not in the municipal app itself) they are all shown in a big list. We anticipate that support of the app (moderating, etc.) would best be served by viewing the comments as one big list by council district.

Thanks @vancefsmithmesa. I could see a potential solution to this being related to a solution to #99. I'm marking this 'design' and we can start thinking about what this might look like.

I'll warn you that I think getting this to work will require looking into the Disqus API and I'm not sure if or how soon we can get to it, but it seems like a valid need and it's good to record it, so thanks again!
