Loading boundaries can take a while on low-bandwidth devices. Can we improve load time or cache them?
In Chrome, you can test this by clicking the "toggle device mode" button (1, red circle in image below), and then setting the network to one of the slower ones (2, top red box). Note the query to ESRI (3) and the time it takes (4).
