update footer's email address to include city contacts #129

The footer has an email address for feedback that currently goes to CfA. We should use an email address that goes to staff at Mesa as well.

I've set up hellomesa@codeforamerica.org for that purpose. It goes to CfA + Mesa.

This should be an easy task. Before we change the code though, we should make sure everyone has accepted the invite to that mailing list.
