search across attachments #142

Feature idea: It seems like it could potentially be useful to search for any text in any attachment.

Implementation details: either use Legistar API (does it provide this? I don't think so) or Elasticsearch (which would add the need to download lots of files–the attachments–first).

Needs user testing (to determine if this is really needed).

@techieshark I think City of Mesa ended up taking this feature away. I'm not seeing any attachments anywhere...

@vancefsmithmesa @jcturner are there suppose to be attachments (see screenshot below)? It redirects to the mesaz.gov site.

@michaelhwan Hi, I'm seeing the same. Perhaps we should change the link to point directly to the legistar site for mesa: https://mesa.legistar.com/. Can make that change and issue a pull request? Thanks.

@michaelhwan Are you referring to the "WAYS YOU CAN PARTICIPATE" link? When I click it I go to http://www.mesaaz.gov/residents/get-involved which I believe is appropriate.

@jcturner I do not see any items being loaded for any of the districts, mayor or city manager...
