In the spirit of "going to the people", it may be possible to allow a single agenda item to be embedded on an external webpage, which would allow viewers of that page to see the item, see comments already on it, and add their own comments (which would be seen anywhere else the item shows up, including on the main / central site).
I think this enhancement was something @buckleytom thought of / looked at, and it seemed like a good idea to me.
Implementation details follow.
Things this may involve:
server config (if we need to allow embedding content in an iframe)
some js to run on the client side (especially if we want to use something other than an iframe)
documentation for users and/or
an interface to let people quickly grab the embed code (for examples see how facebook does it or how youtube does it). I like how youtube does it, since you can get to the embed code right from the content.
finding one or two potential users (individuals with websites or organizations) to test with
