new comment notifications #147

In the spirit of "it alerts you", the system could send a notification to one or more of twitter/slack/IRC/email/etc when a new Disqus comment has been made.

@techieshark comments can get out of hand quickly online. I think it's best to direct users to contact their local leaders via email or their social media accounts.

@techieshark it looks like City of Mesa decided to add phone number and email at the bottom of each profile. For example,
