Change text related to District menu. #53

Many folks wont know what District they are in. They are more likely to look for the name of their Councilmember instead.

Menu name should be 'Councilmembers', not 'Districts'. Menu text should include Title, Name, and District (example format: Title Name - District) OK to just use last name. OK to use "D #" instead of "District #" (where '#' is the number.)
