Browser back button error & mayor/city manager page #67

If you click on the Mayor or City Manager tab, then select a new address either via the red marker on the map or by typing in a new address, then click on an agenda item associated with that new address, then click the browser's back button, you are redirected to the Mayor or City Manager page, and not the District page associated with the agenda item.

@techieshark this seems to be related to an issue where the /manager or /mayor parameter is left on the route when one clicks back from an individual item. is this related to how we push to browser state and the changes in the addresses controller?
