@techieshark This would be my suggestion... Put the council info in a sidebar, so you can see the issues upfront, and people can view council info off to the side.

@techieshark you would have to decide what piece of content is most important for the user to see and put that first.
Currently when a user enters an address, or selects a location from the map, they may see something like this:
The page immediately jumps there and some users have assumed that was the entirety of the page content; they didn't think that there might still be the map above and the agenda items below this part. We should fix this.
Implementation thoughts:
@techieshark wonders if some smooth scrolling and/or some in-page navigation elements like the prev/next buttons on this webgl geometric tunnel could help
@ardouglass if you want to tackle this, that'd rock. Otherwise I can take a stab at it sometime (unless Tom wants it).
