users may not notice elements currently above, below councilmember #96

Currently when a user enters an address, or selects a location from the map, they may see something like this:

The page immediately jumps there and some users have assumed that was the entirety of the page content; they didn't think that there might still be the map above and the agenda items below this part. We should fix this.

Also, note the padding -- smaller images means we need tighter spacing. Thx, @wendyfongsf.

@techieshark This would be my suggestion... Put the council info in a sidebar, so you can see the issues upfront, and people can view council info off to the side. municipal-sidebar

@techieshark you would have to decide what piece of content is most important for the user to see and put that first.
