Sample data is out of date, does not match spec #110

Contains the field vehicles, should be motor_vehicles.

One of the agencies adopting the spec was confused by this and pointed it out.

Actually it looks like the dummy_data directory is all out of date, must be for an older version of the spec. We might want to remove it until corrected in order to avoid confusion.
