IE 11 and Chrome print stylesheet discrepancies #119

Note: credentials are admin/admin. You can search using patient number 111.

This is how the printed/PDF page looks in in Chrome/OS 10

This is how it look in IE 11/Windows 10:

The IE 11 version should match the Chrome/Mac version in the following ways:

All rows should be the same height. The thead row should not be taller than the tbody rows.
Smaller margins on the page

Please ignore the date/time/page number stuff for now. The print stylesheet is print.scss.
