WIP. SVG bundling and inlining now work. Only major piece left is the popup yellow shield/pointer thing. Using CSS filters for drop shadows, which generally work with -webkit- prefix and is under consideration for next version of IE, but the effect is slight enough to not worth polyfilling.

Popup is done. All that's left is the sawtooth image, but that's not going to be noticeable so won't fix.
