Fix responsive map layout #50

Reduced number of brigade lists in HTML to one, and made responsive map layout depend on initial window size. A narrow window will never show a map, a wide window will switch responsively.

Its after 4pm and I'm out for a few days. Maybe test by hand one more time then merge yourself.

Tested in FFox, Chrome, and Safari. Going to merge this one.
