Posts new sign ups to People DB #73

Posts the new Brigade sign ups to the People DB via the People App. Still needs the url for the people-app Need to set a SECRET_KEY for the people-app to accept the posts.

We don’t want to merge this yet, right? It’s got a 127.0.0.1 in there.

I don't know the URL for people-app
check if you approve my secret key work
not sure how to set a PHP env variable besides in .htaccess
