Add hosting method to README #76

As a potential first time contributor, I was going to try to address some issues but didn't know how to host this site in order to start coding. Maybe this could be added to the README for future reference?

Hi @MercerAsian, your question is already answered in the install section:

This site is built with HTML, CSS, Javascript, and PHP. Place it in a publicly-visible directory with a webserver that has PHP installed, such as Apache. No external libraries are required.
