Add tags needed to show up in project index #114

Per the documentation in this PR to the project index, tags must include Brigade and Code for America to be included in the project index.

It seems wrong to me to label this a "Brigade". I don't think it'll break anything, so I won't block it (the only tag I really care about is the "Official" tag because it puts pins on the map on the Brigade website). I think a better solution would be to update the project index script to also include projects from organizations tagged with "Brigade Collaboration".

@themightychris What do you think about that? I'll merge this for now to fix the issue but I think it might be worth considering for you in the future.

@tdooner yeah that makes sense. The index pulls in everything, but it is the statusboard that's scoped to the brigade network and uses the organization tags to do so /cc @nikolajbaer
