So this is the template that contains the templated README, licensing, etc.. so I wouldnt say its cruft.

Right. Is this being used in any projects? I wanted to flag it because a similar repository was made here without knowledge of this repository (275 repos makes it hard to know what exists and what does not exist already).

We should remove one of the two, and it would make sense to keep this repo in the case that it has been actively used in CFA projects. My concern (and my limited experience parsing through other CFA projects) is that it is not being used and has not been used in the predominate number of repositories on the CFA account.

Thoughts?

Not sure, I think it is being used based on the repos that I've seen it looks as if the readme templates in this repo are the correct and current ones. Just need a few updates.
