Clarifying browse view #418

A couple of small tweaks to clarify the browse view. Fixes #413.

  1. Added tab bar at top to make it clear you are looking at Articles only and provides a placeholder for additional page types in the future.
  2. Changed Categories and Subcategories to Topics and Subtopics.
  3. Added descriptions to each of the columns so its clearer what they are for.
  4. Added an empty state for each column.

There's one failing test in here and I can't figure out why. Do you mind taking a look @tmaybe?
