Add a redirect for Oakland #422

Point beta.oaklandca.gov to oakland-ca.chimecms.org

DNS part is done: https://www.whatsmydns.net/#CNAME/beta.oaklandca.gov

Need to modify the Apache config to select the correct virtualhost. Right now http://beta.oaklandca.gov shows the editor. Follow up in https://github.com/chimecms/chimechef/issues/14.
