The UI links are there and the functionality is probably still in there.

I built the alpha of this and can help provide background and YAML commiseration.

There's probably a related thing for this around whether we should translate topic/subtopic titles and descriptions. So keep that in the back of your mind, but let's just get it back in for article title/body for now.
