Tweak topic/article creation flow and add hints on names and descriptions #465

It would make for a tighter interface as well as encourage/illuminate users to fill in descriptions if the add topic buttons went straight to the topic edit screen.

Hitting the save button in the topic edit screen show also bring you back to the browse screen.
