Re-do the front-end to support more browsers #35

Basically, remove the flexbox stuff and check through the animation bits to make sure that's all kosher.

Probably have to consider IE support here as well.

I wonder if this project would be useful as a small point of collaboration with 18F? In particular @shawnbot, the captain of making shit like this behave in IE.

Sure. I just want to pull out all the new stuff, basically. Or, at least, IE will get the less smooth animations or something or other (or, I find a nice visual language that doesn't require said animations etc.)
