Change Redis tier on Heroku #11

Currently "Small" (100mb, $39/month) — will want to adjust based on usage; can probably make big for launch and then bring down to lower tier a few weeks after

cc in @migurski — so, yesterday, I was expressing concern about size because with 100mb it seems like we'd have a lot, but since we're compressing as mp3 prior to Redis storage, audio files are on the order of 40k.

So that makes a single deploy about 3mb total (~2.3mb tarball is the biggest chunk, then ~300k for 5-7 x ~50k audio files, then a tiny bit of json).

So I'm much more comfortable with 100mb ceiling, even with a week or so timeout time, especially if we're deleting all data from Redis if people successfully deploy (since then all the stuff in Redis is in Heroku now).
