Automatically give CfA access to deployed instances #86

Code for America/customer support needs access to the heroku admin to do customization and fixes post-deploy. Instead of always directing them to add us, it would be simpler for us to have the builder add the appropriate CfA accounts automatically.

For this case, I'd suggest adding:
