Confirm all beta instances have logging add-on (Papertrail free tier) #94

@jmadans I'm putting in this court — I've added it to a few, but some operations issues (timeouts) are making me think we should have it on all the beta instances. Please go into the Heroku console and look for the addon's presence on all instances.
