Revamp for local setup

This PR contains @ohrite's work (and some pairing with @daguar ) on a variety of fronts to get the code base into better shape.

• Deletes stale code
• Extend test coverage (full unit test coverage! thanks @ohrite!)
• Add CSV importer for Subjects (closes #137)
• Variety of smaller improvements/deletion of irrelevant code
