Redirect url to /brigade/issues #41

We should move this service over to the Brigade url, and match the CfAPI url structure as well. this service is the only thing on the /geeks url.

Move from http://www.codeforamerica.org/geeks/civicissues to something like codeforamerica.org/brigade/issues
