Add `Policing` as an issue? #53

Based on @rkaufman13's UX interviews, policing seem like it should be in issues.

I'll leave this issue open for anyone to fix, but I'll see if I can figure it out myself otherwise :stuck_out_tongue:

The conclusion I drew from the feedback is not that issues need more items in them. Can you join Gio and me tomorrow to discuss?

Sorry, reading this late. "Policing" is in "Priority Action Areas" as at is vaguely in CfA. The result doesn't change, I tried to add tags from crawler within items in either lists.

I'd like to keep the Taxonomy aligned with other civic tech taxonomies and so we can bring this up in future conversation.
