UX flow for reminders

Sketch and prototype a feature that sends SMS reminders to folks about conducting an eligibility interview. We'll need to have the user submit their phone number, set expectations, deliver the reminder at an appropriate time, and give the user a clear and simple call to action.

Would be great to also include a couple preliminary metrics or other thoughts on how to answer the value question.

Any additional notes to drop in here ATM @alanjosephwilliams? I’d like to consider this issue for this sprint - #213.

The only additional note is that there are two points of intervention where reminders might prove useful: when the EW is attempting to schedule or conduct an interview, and when outstanding verification docs are being submitted.
