Use cases #34

Some possible use cases:

  1. Intermediaries (CBOs, Food Bank, enrollment support folks) use it to submit applications on the go (or in their office?).
  2. Target clients directly via Google/FB ads and they apply for themselves.
  3. Prison intermediary applies for the inmate as they're going through the release process.
  4. Intermediaries for homeless pop (e.g., the SF HOT team) walk around city and help homeless individuals apply on the go.
  5. Door to door enrollment, like EnrollAmerica (see below)
  6. Real time enrollment events with HSA, like CalFresh in a Day and Project Homeless Connect

Lots of unknowns on all of these right now. At some point it may be useful to expand on these to make product decisions.

FIVE. Apparently EnrollAmerica ran a grass roots campaign to basically get volunteers go to door-to-door in targeted neighborhoods and start health insurance applications on paper. The idea was to do longterm follow up with each person...not sure if that happened. What if that person was able to actually submit the official application at their door?

Most people with criminal records are eligible to receive CalFresh (formerly Food Stamps) in California. Being on probation or parole does not impact your eligibility for CalFresh. However, you cannot be a fleeing felon (i.e., have a warrant) and qualify for CalFresh.

The only exclusion is for people who have a felony conviction for: unlawfully transporting, importing into California, selling, furnishing, administering, giving away, possessing for sale, or manufacturing a controlled substance, or cultivating, harvesting, or possessing marijuana, or a felony conviction for unlawfully soliciting, inducing, encouraging, or intimidating a minor to participate in any of the activities listed above. If you have a felony conviction for drug possession or use since August 22, 1996, you may provide proof, such as completion of a rehab program, that you have stopped using drugs.

You may apply for CalFresh (Food Stamps) in person, by mail, by fax and online. If you are found eligible for the CalFresh program, you can begin receiving benefits as soon as three days after you apply. Go to www.benefitscalwin.org and apply online or call our office at (415) 558-1001 if you have any questions. Application forms are available in English, Chinese, Russian, Spanish, and Vietnamese, from the CalFresh Program Office. Spoke to someone who works with http://www.optionsrecoveryservices.org/ last night. They're focused on supporting addicts (but not exclusively so) upon reentry. They do pretty thorough benefit enrollment support as part of reentry support. We should get in touch with Davida Coady when we want to see their process.
