Remove the interview time preference screen/data #517

At least in SF this info is not respected at all so let's not pretend otherwise. Worth pinging SMC, Contra Costa and Marin to see how they deal with it.

Interesting. Removing this would also help clarify our solicitation of information release and follow up.

Really? Could you give a bit more color on the business process? Is it completely ignored?

One EW said "completely ignored." I will research/confirm and then add a dev label when ready to implement.

Section manager/supervisor says they do respect the time preference. Hmmmm.
