Building vs. using APIs? Talking about "how to implement a RESTful API" seems quite different than "what is an API and how can I use it?"

How about distinguishing between the means of accessing the API? Which API?

Accessing an API with by editing URLs in a text editor
Accessing an API with Python (use requests and run a script)
Accessing an API with JavaScript (could be done with browser console and jQuery?)
