Numbers on left side of DFD resources #1015

Hi @danhon,

The numbering on the left side of http://www.codeforamerica.org/our-work/initiatives/digitalfrontdoor/playbook/user-needs/goals-good-city-website.html & http://www.codeforamerica.org/our-work/initiatives/digitalfrontdoor/playbook/user-needs/where-do-i-start.html look a little weird w/ some duplications. Maybe a solution here is numbers and bullets or letters?

@danhon - also, issue for adding nav, which includes email signup

@davidrleonard I like TOC styles that have large target areas and less padding, and they should probably be unordered lists. Good examples:

Although the 18f example is a bit full-on and giant.
