Adds a civic.json file #1518

Merge this to add a civic.json file to your project. This little bit of metadata will make your project easier to search for at https://www.codeforamerica.org/brigade/projects and elsewhere. :mag: You can read more about the status attribute at https://www.codeforamerica.org/brigade/projects/stages. Bad jargon... OBE is Overtaken By Events. Basically, #1517 did what this PR needed to (added civic.json), so this PR is no longer needed.
