Update Page to Indicate New Brigade for San Mateo County #1570

Please update the San Mateo County fellowship page to indicate that there is now an active brigade for San Mateo County called OpenSMC. Currently, the page states that there is no brigade in San Mateo County. Also, please add OpenSMC's website.
