In setting up a local install of councilmatic, I came across the following undocumented issues:

no instructions on setting up PostGIS and a base_postgis
Django 1.4 is not compatible with PostGIS 2.0 (see https://code.djangoproject.com/ticket/16455)

Thanks, the docs certainly need some love. I made some changes to the readme in commits b095cb4, 322ef57, and 7af45c9. Should be clearer.
