This branch could better be named E rather than Etl because more confident tl processes are forthcoming in the #8 branch.

Features:

configures test suite and implements tests
uses sql mass-insert statements to improve performance
extracts and stores original csv file representations in the database before performing further transformation

Closes kuanb#3.

Closes kuanb#2 (if it weren't already closed).
