CJA Recommendation and whether bail was set should be moved to second column. #126

Logic is that the second column describes details about current case. (1st is defendant information, 3rd is prior criminal history, 4th is about upcoming information)

Great. I'm going to close for this issue for now. I still think that the Bail Set or Released on ROR should be somehow visually distinct from the other information (the same way the court part is right now). I'm working out some ideas of how to display this information.
