Add engine light #8

Code for America utilizes an application called Engine Light to keep tabs on the health of an application. Here's an overview: http://engine-light.codeforamerica.org/

TL;DR: Every app needs a url engine light can hit and find out the status. The fields are:

status ok or error
updated UNIX timestamp, had to write one for .net
dependencies 3rd party services used by the app
resources resource usage information (percentage)

Other than the indentation inconsistencies, I think this looks good.

Ok, I did fix it. Then switched my preferences to ignore spacing issues...so it didn't commit them. Defeating myself.
