No longer shows any data outside of California. #63

I haven't accessed the site from outside of California since the refactor, but contrary to #5's closing back in September, no data currently shows up for other states.

Implementation notes: there's no unified source of ATM data, but the USDA's SNAP Retailer Locator provides all known retail locations.
