cc @rclosner Let me know if you expect any of this behavior to have to change when it starts hitting the node server endpoint.
Still to be done: reverse geocode if a user clicks the map.

On section 40: Show parcel outlines. Highlight parcel on hover. Allow user to click on map. If a parcel is clicked, highlight parcel, return the parcel address/id, and set parcel within the session. If nothing is clicked do nothing.
