Adapt jurisdiction query endpoint to report on what jurisdiction it's in #52

Probably not necessary to include in MVP, but it would be nice if, given a latlng point and the space is NOT in Las Vegas, the application can end gracefully with directions to the appropriate jurisdictions.

How about just have a link to Am I In Las Vegas? in the instructions?

Anyway, I'm going to mark this with a new label "future-feature" because this is probably unimportant at an MVP level.
