Display NAICS description / info in a popup window. #59

As of this commit 84feab792ce859f57847e2be23d3499006ac8918 NAICS titles and Las Vegas planning/business categories are linked with a '?' help symbol. They currently don't go anywhere, though. @rclosner, let me know what you think of this style and if we can link it to more information (e.g. a modal).

I think this looks fine. Not sure what makes the most sense (external link, modal, dropdown, etc.) Let's sit on this, but for now I like this as the design by which to get more information on a NAICS category.

The idea about the external link is interesting. I was toying with the idea of building my own NAICS viewer for the API that would format things in a more readable way already. We could just do that, if we want to break it out from the FastPass. It would be another external dependency, but the API is already one, and it would still be under our control, so better than a 3rd-party external dependency.
