Our instance of the glossary bot was running on Heroku-16 until this morning. That stack is deprecated and will stop being supported on May 1st.

This PR includes the changes needed to run on the latest stack, Heroku-20:

psycopg2-binary
These are the most conservative changes possible; a lot of libraries could be upgraded further.
