zip code and community of residence #37

on page 1 chose community of residence west warwick from drop down menu entered zip code from west Kingston program accepted incorrect information

enhancement would be to ensure match between zip code and community of residence

Linking to GIS software, such as Open Street Map, or another product that has an address normalizer might work.
