Context
CA has a CMS waiver that let's most CalFresh recipients automatically enroll in Medi-Cal without going through the usual application/eligibility determination process. This is called 'express lane eligibility' or ELE. This means that about 600k adults and 150k children are eligible for free health insurance. DHCS is running the show on this. So far they've sent out two large outbound mailings and got ~300k (!!!!) people enrolled: http://www.dhcs.ca.gov/services/medi-cal/eligibility/Pages/ExpressLane.aspx. We spoke on the phone to figure out if we could use this pathway to help get our users (mostly Balance and EBTNearMe users) free health insurance.

They've sent out two bulk mailings so far. First in Feb and the second in November.
The mailer goes out to CalFresh recipients who DHCS has ALREADY deemed eligible for ELE. The mailer includes a special PIN + three paths to enroll when you get the letter (web, phone, mail):
About 60% of respondents use the mail option (really?? yes, really.), 20% web and 20% phone.
Maximus (DHCS Vendor) has a call center in Folsom/Sac and processes ALL incoming calls. Apparently they can do enrollment + plan selection + send the Medi-Cal welcome package DURING the call.
