Richer photo library for all teams to use #72

Right now we have a small set of photographs that are being used across teams (see any home page of a CfA safety net product). It would be useful to have an expanded set of images that we own and have permissions to use across projects.

Some questions:

What situations do we need photos for?
What sort of permissions do we need for people in the images, and how do we document those permissions?
